It is not safe anymore, because you have just published the algorithm to the world.

If you want a safe password, then select the characters at random, and store the results in a secure location.

(1) I am certainly not the first one to think about that. (2) The example was just that and not very creative. There is an infinite amount of possibilities. Also I imagine it to be crutual to involve personal data somewhere (like the birth year).
