It's a British phrase I believe. Essentially a different formulation of "you're pulling my leg" where instead of asking you to stop they ask you to distribute the pulling evenly.
If you were using PHP in, say, the year 2000 you were an amateur programmer, albeit likely a productive one. Amateur, because if you knew better you'd stay away from the dumpster fire that was PHP.
If you're using PHP in 2022, you need to have your head examined.
