The new law states that anyone engaged in a criminal investigation, even those not convicted, will be compelled to provide biometric identifiers such as fingerprint and palmprint impressions, iris and retina scans, biological samples, and behavioral traits such as handwriting.

The use of the word "engaged" is a bit ambiguous (perhaps deliberately so), but I'm wondering if it includes victims and witnesses. There is certainly the risk that people might be afraid to report crimes if they thought it would subject them to more tracking, which in turn would make the police more likely to introduce such a policy, so that crime reports go down.
