This is such an utterly meaningless number. Of course there was a big amount of public posts when it was fresh. Of course it was a hype. This says nothing about the long term.

Also why would public posts say much about a social network. I would imagine that Facebook's percental amount of public posts would go down in comparison to private posts. Does not mean anything.

When I used G+ virtually every post I made was public, and most of the ones in my stream from others were also public. That may not be the majority example, but I also doubt that it's a small minority.
