This assumes that people can follow these kinds of directions quickly and effectively, doesn't it?

You don't get to choose your seat at boarding time. You are pre-assigned a seat or pre-choose your seat (aisle, center, window) and then boarded based on that seat you already have.

They already follow these directions - they're just the wrong directions.
Recently I've had tickets that have a Boarding number - zone 1, 2, 3 or 4. That doesn't change- just re-hash the zones.
