The Aadhaar Project in India was also born out of a similar desire. Unfortunately, it has led to exclusions, deaths, frauds, and a multitude of scams and leaks.

Aadhaar also had to spend a decade getting to a billion enrollments just within India, with the full power of the Indian government. I'd say their projections are a tad too optimistic.
