I wouldn't say "is equivalent to"; rather "is a form of". While it is a dynamic programming technique, unless it's specified people tend to think of the bottom-up approach to be what's implied by "dynamic", with memoization being a special case. Yes, it's semantics, but I think that where the GP was coming from.
