Assuming they are mostly interested in preventing protests, I think the correct course of action would be to filter out most citizens. Ignore the nursing homes. Ignore calls that involve distance over 100 miles. Ignore calls to contacts that theycall daily. And escalate others. Escalate Urban centers. Escalate more than 2 phone calls per hour. etc....
