One definition of engineering I read a while back (and haven't been able to find again) was something to the effect of "engineering is the application of science to produce devices to perform useful work" so by that definition, I'd agree with you.

By the type of engineering you're talking about (the kind that doesn't require professional certification), I'd say the equation is
Engineering = f(Science) + f(Experimentation) + f(Product Re-evaluation) + f(Specification)
Another type is:
Engineering = f(Science) + f(Laws) + f(Standards) + f(Inspections) + f(Accreditation)
Yet another type is:
Engineering = f(choo) + f(choo)
