Medicare is an insurance system. In principle if you gave the average person the equivalent amount of money it should be enough to buy health insurance with.
If that isn't true in practice it's a failure of healthcare/insurance laws rather than the UBI.

Don't we already have a health insurance mandate?
Presumably the same thing that happens if healthcare prices outpace the Medicare budget.
