Without the ability to collect tax the first ones to suffer are the poor who get increasingly deprived of social welfare programs or rejected for loans and fair interest rates by banks who have to increasingly tighten their credit standards. Without the ability to monitor financial transactions black markets run wild and facilitate the exchange of money for illegal goods and services.
I think you could equally say it allows bypassing oppressive taxes and allows citizens to bypass draconian snooping, it is all a matter of perspective.
