You wouldn't use USB cables for that kind of current.
As for the power available from the charger, you'd probably want to build a LiPoly battery into the charger itself, and have the charger trickle-charge its internal battery and then dump-charge the phone's battery from the internal battery.
Yeah, and that would be plenty for a 'super fast' charge. You don't really need your phone to charge 'in seconds', this would get you there in around 5 minutes depending on battery size which is plenty quick enough.
(Working: ~3.6V * 3000mAh = 10.8Wh = 38.9kJ, at 100W that's 389 seconds for a full charge.)
