Current varies inversely with voltage. So the 3000mAh battery (typically at 3.6 volts) is 10.8 watt hours. To charge that in a minute, is 648 watts, or 5.4 amps at 120 volts. So a typical household plug can handle it. Of course, the problem still remains when you step the voltage down to something appropriate to charge the battery.

What might work, is to have the phone battery (capacitor) removable, then snap it into a box that has a larger capacitor that is pre-charged. It can then dump its whole load into the phone's capacitor in a short amount of time (assuming large enough connectors that can handle the current).
