Well the developer can implement a great experience but the problem is the onus is on them, the OS doesn't do anything to save/resume the state. Some apps, Tweetie for instance, does a great job resuming, others dump you at the front gate and make you watch splash intros which is terrible. So I guess my vote is for built-in support for saving state.
