Seems I misread the question as asking for a complete list of websites that allow 2FA and websites that do not, the latter requiring an exhaustive listing of all sites on the internet.

I read the Wikipedia article. It indicates our friend rcthompson expected his question to be interpreted literally, not figuratively. He did not use a simile, nor metaphor, nor any of the other techniques Wikipedia lists.
Perhaps you're suggesting that "comprehensive" should be interpreted as "many" or "a large variety" when the proper meaning is implausible. In that case, what use is the word "comprehensive"?
Given that the literal reading of my question is absurd for the reasons you cite, the obvious interpretation is that my use of "comprehensive" was shorthand for "as comprehensive as possible".
