Ask Google: How does the Play Store decide what country you're in?

Is it IP address? Is it GPS? Is it credit card billing address? Is it all of this, and then you have to wait a few days? I've tried everything :-(

Please could a Play Store engineer leak this info for us poor non-US bastards? (or just switch my account to US - graemian@gmail.com ;-)
