Question about Mass Uploading of images/Latency

Does anyone know the best tool that handles multi file uploads as one large stream so you don't get the stop/start latency and can max out a network? To a server or to S3 - I am having a problem with my current uploaders and many jpeg's. Really appreciate any assistance, and happy to pay for someones time for knowledge. Thanks
