Ask HN: On transitioning government funding to a kickstarter-like approach?

Congress is currently in control of who recieves funding. What if we create a portal that users could logon and apply votes to the programs they'd like to support? Obviously, this would not be 100% of the budget, but enough to really make a difference. Congress has so many issues deciding who to pay, can we offload that to the citizens?
