Ask HN: Inhouse cloud - does anyone provide this?

Many large corporations refuse to entertain the possibility of a cloud solution predominantly due to data legislation (ie governments won't allow certain EU data to be held outside the EU) or proprietary information loss fear (ie if it's on the cloud, then the cloud owner can look at it and steal my secret sauce). However, billing, budgets, estimates of future growth etc etc are still nightmares in these places.

My question: Is there a 3rd party solution which is run completely in house that can "cloudify" existing infrastructure so that current and new projects can leverage from the flexibility of an AWS-type solution (especially the billing and expensing part) ? This would enable the business side of the corporation to be billed accurately for their usage, the infrastructure tech dept to justify their costs easily and the development groups to not go through their budget battle at every turn.
