The max-records-per-type=100 default was added in 9.18.28+ (and backported), because exceeding 100 was seldomly used and slow: https://kb.isc.org/docs/cve-2024-1737
Besides clarifying relationship between domain control and service provider accounts, TXT records at the apex are in common use in the SPF method for authorizing mail senders.

Looks like they can delete 2 records without problems. Maybe even the 00D* ones
