Of course there are external / uncontrollable factors behind this, but I also buy the article's opinion, that peace is not about eliminating the enemy, but about creating incentives that favor nonviolent strategies to achieve your political goals:
The real victory over an insurgency does not come when every insurgent disappears. It comes when the gunman decides he would rather be a politician.
