The "or why" is simple. It's just the Chinese thing to do. It's deeply cultural. Keep your head down and do work. Other people going wild and messing everything up? Just quietly step in and fix it. Don't brag about it, don't ask for a hero's welcome, just fix it and quietly move on. It's an deeply rooted ethos that we're seeing play out on a geopolitical scale.

They're reverting to coal, something they've used longer than oil.
