Cms for user moderated picture postings

I am going to build a website for a friend that resembles passiveaggressivenotes.com Basically, this means a moderated picture gallery from registered users. My friend will have to maintain, so I was thinking about doing it with a CMS. Any reccomendations for this type of project?
