Ask HN: Recreate Ghost of Tsushima's tales animation?

In the 2020 video game 'Ghost of Tsushima', you meet people telling you tales. These tales are illustrated by Chinese/Japanese ink style animations[1].

I was wondering how this type of animation (software, technique, etc.) could be recreated and have not found much ressources on this. Do someone here have a clue ?
