upload personal health data and medical records on new apps and systems run by private tech companies, promising that will make it easier to access health records and monitor wellness.

Red flags in that. Why would I give my most sensitive data to a profit-driven entity that only respects my privacy at metaphorical gunpoint? That's made even worse by the threat of putting autistic people to "work" at wellness farms.

Also "monitor wellness". As far as I'm aware "wellness" has only vague and squishy definitions, mostly used by ethical grey area operators to separate you from your money.

This seems like something citizens and taxpayers shouldn't do.
