Yeah, that's great and all, but you lost the people who can do the function. Now all you have is a department that is "over" that. But being able to competently do the function matters more than just having a spot for it on the bureaucratic org chart.
This happened in the 90s, it was disastrous then too. Offices had significant cuts with the functions rolled over to the remaining people. Also hiring freezes at various points.
