These fines are not big enough, and without jail time for executives, this will continue. There are a number of other offenders such as Sinch (aka Inteliquent, Mailgun, Mailjet) or Bandwidth.com or Fractel that make a lot of money by hosting illegal spam robocallers. All of these businesses should have multiple years of income in fines, and jail time for executives.

Basically it's ALL the industry making a ton of money out of it. I guess it's meant as a message, like "we (the FCC) are getting serious about it, so start finding a different business model".
