This ends Matt’s lordship over Wordpress. Nothing more, in the long run.

What does this mean for an open source software? How does it “end”?

The main contributors stop updating it .

Everybody wants to talk about forking, nobody wants to talk about maintaining the fork.

Yes... WP Engine doesn't want to, that's why this started in the first place, Automattic is reallocating its developers to private addons as of last Friday, has anytime offered to dedicate developers to the open source code? Replacing the hundred people from Automattic won't be easy.

Not if Mullenweg ends it first!
