Should it not state latter instead of former? Also this is a bit nitpicky on my part but the problem is with released sweat not evaporating, not insufficient production of it.

It depends on the numbers hiding under that language.

There indeed are high dry-bulb temperatures where the body can't keep the sweat production up. Imagine in some dry, hot desert, with ever increasing temperature. At some point is the maximum what your body can take.

Well, it turns out (according to the text) - that the human body is not a perfect web-bulb.
