There are quite a few jobs that non-technical managers have little to no clue what they are doing day to day, and even technical managers struggle to understand their job fully.

I worked in DevOps at early-stage seed round startups. Starting a conversation on security control was comprehended but rarely had buy-in from management, and the operations side was like a foreign language to management. It's hard to get promoted when you are dealing with the abstract and what you are working with, only nonfunctional requirements from the stakeholder.
