Crypto Wallets and Lost Passwords

Are there any caches of crypto wallets where the owners have lost their passwords/keys? I’ve heard a story of someone disposing of a hard drive with keys to a wallet with many BTC in it. Would such an owner eventually consider such a wallet to be worthless and let others attempt to recover the keys?
