IMO this article seems to me like a wishfull thinking instead of have anything to do with the reality. Just because we have closed eyes, doesn't mean things are not cooking on the other hand. Just google "agi in china" , and you will see what efforts are being put forth by the government over there.
Regarding GPU restrictions, new tech to by pass GPU(or atlest require lesser GPU) are on its way.
