Ask HN: Technical transcription service. Recommendations?

We're looking to transcribe a fairly large number of CS video lectures (exported as MP3s) on a tight budget. We're looking for mid 90s accuracy and a quick turnaround. Time coded (like closed captioning) would be extra bonus, but not required.

Any suggestions on a reputable service to use? Outsourcing is fine as long as the quality is there.
