Where to look for investors when you are in 3rd world country

as the title says we live in a 3rd world country, Algeria specifically we are trying to look for investors, investment mentality is not mainstream here nor well fit so we are gonna try aboard the main issue is where to find investors. the second issue is how to ensure these investors rights and prevent scam even if i was personally involved i want more then just verbal contract i want to ensure everyone gets their fare share. recently there was a nice startup called Yassir that did well in the stock market but the people owning it were not from Algeria
