eh....not really. Countries are diversifying away from USD transactions to hedge against risk of the funds being frozen or seized of US Gov, these days a risk that is no longer zero. USD will continue to be dominant, just used in transactions when both parties agree to accept the risk, only countries targeted by US, or have a fear of being so targeted, will transact in alternative currency
