PSA Google billing and not refunding RMA hold

I have 3 Google RMAs this year. I thought I had resolved these changes before with google but they haven't been resolved yet. I have spent hours on the phone with google over the last 4 months and I've been told it'll be resolved numerous times in the next month.

This is more than $1000 from google that hasn't been refunded and I don't seem to have a course of action to get the money back without losing my account.
