Google suggests a person who suggested the idea, who was the first to implement it at a decent scale?

iirc, IE5 for Mac's Tasman engine (1999/2000) was the first to showed what could be done w/ CSS when it's properly supported.

Edit: And yeah, it was Håkon Wium Lie who wrote the first draft, I think?

I admit I'm horrible at CSS really design in general. But the inventor was and had to be a sadist

It's not that bad. What made is worse is that every browser is a little bit different and it needed to support mobile devices over time.

Could you point out specifically what aspects of CSS cause unnecessary pain?
