I’ve seen a lot of the “limits being tested”. I have absolutely seen things that would’ve gotten you banned last week, but I’ve yet to see anything illegal.
I’ll be curious to see who crosses the line and where that is. I suppose Kanye found it.
Speech is free, but there needs to be consensus in a community of what is allowed, which is why we have downvote buttons. Places that lack those turn into toxic swamps and no one intelligent wants to go there. IE facebook, and now twitter.

There is no free speech without consequences. But it’s his money to burn.
