Over that decade did they see a massive increase in tooth decay? If not, why even bother with fluoridation at all?

Unlikely, most people these days brush at least once a day which has several hundred times the concentration of fluoride as water. (~1300ppm vs ~1ppm in fluoridated water). I'm sure it would go up a bit tho especially in children who often have questionable brushing practices.
