So... How exactly does a website tell if someone's a kid or not?

What immediately springs to mind is a dialog that says "Are you X years old? If you click [Yes] you won't be able to use this website. [Yes] [No]". That might fool babies, but won't anyone over the age of 7 just click "[Yes]" even if that would be a lie?
