That whole episode was deeply wacky. China is a much stranger place than anybody likes to think.
They launch orbital rockets successfully all the time, but they also have dozens of ghost cities packed with skyscraper apartments but exactly zero people and no (e.g.) plumbing, built just to sell to one another... sort of like Bitcoin, but concrete.
(Bitcoin is almost as weird as ghost cities, if you think about it.)
