I prefer to think of internet like air. If we could cut off air to Russia, should we? Instead we should be deliberate about which domains to disable and with good reason. Keep in mind that anything that's decided is fair game can in another situation be applied against you.
Wouldn't this just prevent people outside of Russia to visit sites on those TLDs? DNS servers based in Russia could (be coerced to) keep all domains that this would remove?
