Ask HN: Mobile app legal/redtape too far gone for hobbyists?

I was looking to build a free app that would take, process and store photos - nothing earthshaking but solves an annoying problem. It's really more of a way for me to explore a new framework. I haven't really kept up with all the ways one can break privacy laws and I understand the need for them to protect consumers. Question is: In 2022, is it possible to just put out an app or a website without jumping through hoops to be compliant with the latest privacy laws? related question: is there a platform that helps you be compliant out of the box?
