ASK HN: AWS SES / Microsoft Outage ?

Getting tons of bounces in the last 48 hours for @hotmail.com, @live.com, @outlook.com and @msn.com. A lot of the error messages are just "smtp; 550 4.4.7 Message expired: unable to deliver in 840 minutes.<421 4.4.1 Unable to connect to remote host

Ive noticed in the AWS support forums several topics on this but there appears to be no way in my AWS account to submit a ticket because I don't have paid support but I think its a wider issue.
