Ask HN: How do you measure workflow efficiency between designer and engineer?

In terms of engineering workflow, we can measure things like

- time from merge to deploy - number of deploy - time of deploy

as a proxy to productivity, while fully aware the play of Goodhart's law.

I want to improve the collaboration efficiency between designers and engineers. I have witnessed lots of copy and pasting in sketch/zeplin/invision and not using feature provided by those tools fully. I wonder if HN has any good recommendation on what metrics to measure in this regard?

In particular, I don't want to measure result like user sign-ups, conversions, etc. But measure more on the process itself
