Accurately predicting delivery times

From the latest issue of Monocle, of all places:

Scheduling technology for anyone involved in deliveries or home appointments.

"We will be there some time between 8:00 and 17:00" Oh, the joys of having a new sofa delivered, or getting a plumber to your house. Surely there is a way of tracking a delivery van that allows you to know where it is and when it will turn up to within an hour? It's a job for a young tech firm and a group of CEOs willing to put service before excuses"

My guess is a solution would have more dispatch and less van-tracking, but is there anyone trying to do something like this currently?
