How do you calculate ROI in a Software Engineer/ Programmer

If you had to communicate ROI for new software engineer/ developer/ programmer to the higher management, how would you do that? Is there a maths to it? I have options like hire a freelancer, hire on contract from an agency or hire a full time developer.
