Ask HN: What organizations are subject to Iran sanctions?

I saw that Github had suddenly locked Iranian developers out of their repos...are all U.S. based companies subject to such sanctions e.g. I see plenty of Iranians raising this issue on Twitter but why would they be able to use Twitter if Twitter is also a U.S. company?
