I can't barely find time to like work, and enjoy my family life and doing chores, and then, there are people like that. The world is a crazy place

I guess time at the Recurse center is substituted for work here?

Can someone describe a practical case to use such a language?

It's an esoteric language, they usually aren't designed with any practical application in mind. They're more like art projects.

Despite that, I can think of one interesting use case: steganography, to hide one program inside of another. Kind of like whitespace[1].
