What Bandwidth & Server configuration needed?

Is there any tool to calculate the required bandwidth and server configuration based on users and daily requests?<p>I have total 60000 users who visit daily as well as 12000 records get inserted into DB concurrently which takes lots of time to load a page. What kind of server configuration & bandwidth needed to solve the issue?
